If nekuz belongs to the adverbial phrase nekuz meḫur/meḫuni (CHD L-N, 434).
Possibly: […A-NA] ⸢D⸣UTU-ŠI-⸢ia⸣ BE-LI-NI ⸢tar⸣-[u-en] “to My Majesty, our lord, we report (the result of the oracular observation)”; see Sakuma Y. 2009b, II, 611.
There are two known options for restoring []-pa-ar-ša here: la-a-pa-ar-ša (KUB 7.1 I 24), a garden plant(?), or Luw. (SISKUR) du-ú-pa-du-pa-ar-sa (attestations in Melchert H.C. 1993b), attested as name of an offering rite, with the meaning ‘striking, punishment’ vel sim. Neither can be confirmed here.
For this sentence, and the translation of immakku, see Hoffner H.A. 1995b, 194; apparently, the augurs noted how they just did this action “when the …-bird did such-and-such”.
In context, the subject should be a bird.
We assume a restoration: […-za appa] dāš.
