For the imperfective BAL-an-za-ker (=šipantsker), other translation options are available, e.g. incohative “…they begun making libations”.
A verbum dicendi is implied.
The function of the Glossenkeil here is unclear: it might mark a Luwianism, but alternatively it could separate the direct speech from the rest of the sentence, especially in consideration of the absence of the predicate. See Starke F. 1990a, 159 n. 512, without a preferred interpretation.
