According to Ünal A. 1973a, 53-54, this letter was sent from an augur to the king since it mentions birds’ oracular observations. However, since the king is only mentioned in the third person, the receiver might also be identified with the “chief of the storehouse” (EN Éapuzzi-) mentioned twice in the text (Hagenbuchner A. 1989a, 223).
