Based on the partially preserved beginning of the text, and the last line consisting only of the oracular determination (SIG₅ ‘favorable’), it seems unlikely this text is a letter. It is more likely an individual oracle report (Güterbock H.G. 1971a, vi: “Orakelberichte auf Kleintafeln”).
