Uncertain; Hitt. [UM-MA GAL/UGULA] LÚ.MEŠMUŠEN.DÙ, unless the text was simply [UM-MA] LÚ.MEŠMUŠEN.DÙ ‘Thus (say) the augurs’ (see e.g. KBo 41.187, 9´; CTH 573.13).
For this translation see also Kimball S.E. 2000a, 135. This interpretation is likely, based on the parallel with the standard formula referring to the birds: “they excluded (it)” (arḫa=wa peššer). Alternatively, one might also consider =at as sg. nom.-acc. n., thus “it was unfavorable”.
This form of tapašša- might also be interpreted as the proper name of an oracular bird, though this is less likely at the beginning of a new oracle query.
