Following Sakuma Y. 2009b, II, 464, this is the oracular response (“Thus (says) …: it was confirmed”). The formula lacks the expected =wa(r) particle (direct speech). For a more detailed discussion on this passage, see Introductio.

From te-/tar- ‘to call’, or perhaps tarai-/tari- ‘to exert oneself, to become tired’? Note that Kloekhorst A. 2008a, 840-841, lists another verb, dāriye/a-, sometimes understood as ‘to call upon the gods’, but which in his view is not connected with either of them; its meaning is uncertain, but in several contexts, it “seems to denote an action performed on an ill person in order to heal him”. For the present translation see similarly Hout Th.P.J. 1998c, 39: “they will give as much compensation as the number of years [the festival? was left unc]elebrated”.
