Tentative; the form is a genitive of a demonstrative (apēl, kēl/kuēl) or personal pronoun (ammel, tuel).

The response of the augur is expected here, although the space at the end of obv. 9´ might be limited for the complete formulation.

Tentative. In consideration of the semantics of the verb (HW2 Ḫ, 16-17), I wonder if the birds are the object of being ‘set in motion’ (such as by the wind, a noise, or people) or ‘set in swinging motion’ (such as while perching on the trees, etc.) and not the subject of the sentence, as in the interpretation of Sakuma Y. 2009b, II, 469: [ma-a-an ku-u-uš (?)] MUŠENḪI].A …, thus “[Wenn mich diese Vögel] nicht in Bewegung setzten, soll[en die Vögel (es) verwerf]en!”. For an exact parallel, but equally fragmentary, see KUB 5.25 IV 35´.

Possibly: “Let the birds exclude it”, based on the parallel in KUB 5.25, IV 35´-36´.
