Note the use of ariye/a- with the goddess as direct object (lit. “Ištar was determined through oracle”).
The meaning of parā nai- in context is difficult to determine (see CHD L-N, 358, 363: ‘to send, dispatch’; ‘to continue, be carried on’; ‘to postpone(?)’.
